The cause of the explosion has not been determined. The F.B.I.’s Buffalo field office said in a social media post that the agency was coordinating with local, state and federal law enforcement. “As the situation is very fluid, that’s all we can say at this time,” the post said. The White House said that it was closely monitoring the situation and that President Biden and Attorney General Merrick Garland had been briefed. Gov. Kathy Hochul of New York said that “state agencies are on site and ready to assist.” The New York State Police are working with the F.B.I. to monitor all points of entry to New York, Ms. Hochul said. The identities of the victims have not been released pending notification of their families. Local law enforcement is working closely with Canadian authorities to piece together the sequence of events leading up to the explosion. As of now, there is no indication of foul play, but investigators are not ruling anything out. Tourist traffic to the Rainbow Bridge has been temporarily halted, causing delays for travelers between the United States and Canada. Authorities are urging people to use alternate routes until the bridge can be safely reopened.
