China and Pakistan were notably absent from the meeting.
The Taliban is hoping to attract investment from China to help rebuild its economy.
Meanwhile, Pakistan has reclaimed influence in Kabul.
It comes less than three months after the US withdrawal from Kabul, where Taliban forces took over the nation.
