The social media platform has already started applying for U.S. state licences.
The CEO is driving the idea in a bid for fresh revenues beyond advertising.
Musk’s goal for Twitter is to create “the everything app”, a service that includes social networking, peer-to-peer payments and e-commerce.
Twitter was already exploring the idea of allowing its users to receive tips or digital payments from their followers in early last year.
