Australia’s childcare sector faces major change as reforms accelerate

Australia’s early learning sector is navigating a wave of reforms and increased scrutiny, putting pressure on educators and independent providers while also driving a stronger focus on child safety.

Australian Childcare Alliance President Paul Mondo said independent services have faced significant challenges over the past 12 to 18 months as they adapt to new regulations and operational requirements.

Goodstart Early Learning CEO Ros Baxter said the reforms have delivered important gains in child safeguarding and sector oversight, but warned accountability must be balanced with practical support for educators and providers.

Both highlighted the impact of change fatigue, with new rules around areas such as personal devices and visitor access adding to pressure on staff and potentially contributing to people leaving the sector.

The discussion also focused on keeping children at the centre of reform.

Baxter said safety measures must still allow educators to spend meaningful time with children and support activities such as appropriate risky play.

Despite the challenges, Mondo said there are reasons for optimism, with the current reforms offering an opportunity to strengthen Australia’s early learning system while delivering better outcomes for children.
